Olver was born in 1921 at Liskeard. He served as an Independent on both the Launceston Town Council and Cornwall County Council’s. In 1974 he was chosen to be mayor of Launceston, a role he again undertook in 1987. In 2010, Olver was made an Honoured Burgess at the Mayor Choosing of that year, which broke from the traditional venue of the Town Hall due to refurbishment, and was held at the Eagle House.
